The Vice President of Human Resources Strategic Business Services reports to the Senior Vice President of Human Resources for Baylor Scott & White Health and is a key member of the HR Executive Team (HRET). The VP leads a robust organization of approximately 60 FTEs through 10 Directors in the following regions/business units: - Central/West Region - East Region - Austin/Round Rock Region - Waco Region/Hillcrest Family Health Center & Hillcrest Health System Provider Groups - College Station/Brenham Region - Physician/Advanced Practice Providers – Temple Region - HR Strategic Services - Health Texas Provider Network/Baylor Quality Alliance/ Research Institute - Corporate Services - Health Plan The VP provides executive human resources leadership for all hospital operations and functional groups of Baylor Scott & White Health. The VP partners and collaborates with HR Centers of Expertise (COE) and executive leadership to design, develop and operationalize talent management strategies that align with BSWH mission, vision and values, especially with regard to promoting an engaged and productive workforce. The VP HRBS develops human resources policies and practices that promote compliance and best practices while furthering BSWH’s strategic goals and objectives. ESSENTIAL FUNCTIONS - Partner with Key executives, clients, stakeholders and the HR Executive Team (HRET) to define, prioritize, develop and implement HR strategies and services that support business objectives. - Create strategies that promote and strengthen the strategic positioning of HR Business Partners through continuous role review and implementation of best practices building on their roles as trusted advisors. - Develop, inspire, and drive consistent delivery of HR strategies, policies, and practices across all BSWH business units in order to promote fairness and common employee experiences consistent with the BSWH brand. - Partner with HRET and other stakeholders to design and implement policies that support a work environment and culture consistent with the BSWH objective to be the preferred healthcare employer. - Communicate/educate leaders on significant, relevant changes in HR policies, programs, and operations. - Lead and coordinate activities of the HR business services team so that all members maintain a high standard of performance consistent with BSWH Human Resources professional standards. - Inspire, coach, develop and direct team efforts related to the identification, development and implementation of broad human resources strategies and interventions associated with accomplishing facility-specific business objectives. - Develop human resources policies and practices to support BSWH’s mission, vision and values and ensure compliance with federal, state and local regulations and all employment laws. - Ensure that HR business services workforce is educated in all performance requirements, including technical skill and knowledge, knowledge of BSWH policies, practices and products, business judgement and behavior consistent with HR required competencies. - Lead implementation of continuous delivery process improvement with a focus on project and resource plans, and seamless cost-effective implementation on deadlines. - Develop and drive targeted BSWH intervention strategies that impact engagement and retention or other key performance indicators through the tracking, trending and analysis of people data. - Direct and oversee the employee relations strategies of BSWH, including but not limited to the provision of executive leadership for: - Employee relations function - Ethics Line complaint resolution related to employee relations - Labor relations - Workforce realignments - Severance/mutual consent separations or other key exit strategies - Partner with business as needed to support development and close-out strategies related to: - Mergers & Acquisitions - Divestitures - Expansions - New operations - Closing operations - In partnership with in-house legal counsel, coordinate strategy for BSWH employment issues to effectively mitigate risk. - Identify and develop high potential talent within the organization. Determine training and development needs accordingly. Prepare and participate in annual talent review discussions. - Ensure coordination of activities related to accreditation to ensure that all BSWH facilities maintain accreditation by the Joint Commission and all regulatory agencies as required. - Represent BSWH Human Resources on various industry councils and committees. - Other duties as required. GOALS and OBJECTIVES Over the first 12 to 24 months the Vice President will be expected to achieve the following: - Develop strong working relationships with the Human Resources Executive Team and other key stakeholders - Elevate the outcomes of human resources business partner function in the delivery of organizational design and leader development, and consultative services to business partners - The human resources business partner team is recognized as a trusted partner by system, regional and local leaders - Effectively analyze data and use that to determine priorities - Coach and mentor the HRBS leaders, understanding and facilitating career objectives and development areas, and leveraging strengths - Achieve successful stakeholder management around current state and expected changes PREFERRED CANDIDATE PROFILE - SPHR certification - Experience in a complex, integrated health system would be ideal, but tenure in other industries will be considered - Experience facilitating the centralization of selected functions within human resources - Experience driving standardization of policies and processes across a large, distributed work force - Strong understanding and application of requirements associated with legal, risk and compliance - Strong leadership skills, including crafting a vision for the future and executing on plan to achieve it - Excellent follow-through, clear communication, - Willingness to listen and collaborate as well as make decisions - Clears obstacles for team while holding them accountable - Professional courage; willing to innovate and try new programs, but humble enough to redirect when needed REQUIREMENTS - Masters degree and 10+ years of relevant experience, or Bachelors degree and 12+ years of relevant experience - A track record of success in leading a human resources team that effectively partners with business leaders with the outcome of enabling organizational objectives to be met - Strategically-focused professional with strong vision for the future of human resources business partner function that aligns with the overall goals and objectives of the organization - Collaborative spirit, organized, committed to mission, ambition, values and people of Baylor Scott & White Health - Excellent critical problem-solving skills and the ability to use data in analysis and business planning |
